Planning For Real event Feedback Session and GWR/Moreton Town Council presentation, 12th February 2025
Following our community event in Moreton-in-Marsh on October 9th, 2024, CDC hosted a second in-person community event. This included presentations by Planning for Real providing their feedback from the previous event; Cotswold District Council Officers talking about the Moreton-in-Marsh Working Group and other key updates; and GWR and Moreton-in-Marsh Town Council presenting on the new Moreton-in-Marsh Transport Hub.

Planning For Real event, 9th October 2024
Following our community event in Moreton-in-Marsh on October 9th, our consultants 'Planning for Real' have produced a report summarising the valuable feedback we received. This report will help us develop the draft Local Plan and support the formation of the Moreton-in-Marsh Working Group.
The working group will play a crucial role in shaping Moreton-in-Marsh's future growth. It will provide essential input, review proposals, and make recommendations to the Cabinet and Council.

In terms of next steps, we are planning a follow-up event in February 2025 to give feedback in person to the previous participants who attended the 9th October Moreton-in-Marsh event.
What is proposed in Moreton-in-Marsh?
Nothing has been decided yet. However, we currently estimate that we need to find sites for around 3,300 additional homes across the district to be delivered by 2041, as well as for other types of development and infrastructure. The Local Plan consultation includes eight options for how future development could be distributed, including a new settlement, growth of an existing settlement (such as Moreton), growing multiple settlements or scattering development around the district. We are currently asking for feedback on which option is the best approach or whether another option should be considered.
A Potential Solution?
From the evidence we have gathered so far, we think that one potential solution may be for around 1,500 additional homes being located at Moreton-in-Marsh, which would be accompanied by employment, infrastructure, green spaces and other types development. If this went ahead, we would want to ensure that it is properly masterplanned in a ‘garden village’ style, which would provide an attractive environment with a mix of homes, including affordable, and it would be planned in consultation with the local community. It would also provide job opportunities, enhance and connect green spaces and public realm, secure infrastructure investment, whilst also providing new community facilities such as a school and improvements to local health care provision, all while ensuring that the community is at the heart of what is planned.
If the potential development went ahead in Moreton, it is likely this would require a new road. A route has not been confirmed yet but it would likely be to the east of Moreton, which is not located within the Cotswolds National Landscape (formerly known as the Cotswolds Area of Outstanding Natural Beauty). The aim would be to connect the A429 (Fosse Way) to the north of the town with the A429 (Fosse Way) to the south of the town, helping to ease congestion in the town centre and improve the town centre environment.
Policies S18 and EC4: Moreton-in-Marsh, including Fire Service College
The Local Plan 'draft policies' consultation includes a specific development proposal at the Fire Service College for a new primary school, as well as ‘enabling developments’ of 310 homes, a neighbourhood centre and employment development. The proceeds from the enabling development would be reinvested into regenerating the Fire Service College, helping to secure its long-term future in Moreton.

In addition, we held a ‘Question Time’ style event in Moreton on 21st March and the full video is available to watch below, as well as a copy of all of the questions that were asked before the event.
We will answer all questions submitted to the Moreton Question Time event as part of our consultation responses. This will be at the same time as we respond to those representations submitted as part of the Local Plan consultation, once the consultation has closed.
